It is Korean. It says "Karma21 - Yang Jae Car Theater." I think Yang Jae is just a name... My Korean isn't very good, so I'm not sure what a car theater is either... maybe a race track?

Yeah, it's Korean alright, but it's actually a dating tip showing how to impress ladies by acrobatically balancing on ladders. Dating tips are often shown on Korean public toilet signs. Does anyone know why?
