Both of the smaller boxes could possibly be some kind of DC transformer to power low voltage lighting or charge batteries for emergency lighting; that is from reading the markings on the large electrical box leads me to believe the second idea. I'm curious what the two strip brown wires were for; maybe a plug was removed from them that went to one of the outlets?

It looks dangerous, get an electrician to look at it now!
