Yes, I know penicillin is made from mold. I see several different molds in the picture and I do not know if any of them are penicillin mold. It's not just the mold, there could be dangerous bacteria also multiplying in the food. Just because an animal eats something does not mean it is safe for a human. If you cat coughs up things that look like this than I would say it wasn't safe for the cat to eat it in the first place.
