Anyone recognize this toy?

I've had this little guy since I was a kid and I know he's from a TV series, but for the life of me I can't remember what the series was. He used to have a little boy who rode on his back, but I lost it some time ago. Any info would be greatly appreciated!

In the middle the part looks like the top to a robot in Star Wars.

To me it does not look anything to me like a star wars toy. To me it looks like a pop up toy at a fast food place.
