Looks like a duck not a goose.

It looks like a goose to me. I saw one just like it at the Wildlife Safari park in Winston, Oregon. I've been trying to track down what kind it is myself. When I find out, I'll get back to you. The one I saw had red eyes and a reddish ring of feathers around its neck like the one in your photo. When its wings were spread, I could see that the tips were black. The tip of its upper beak was black and curved down to a point like your bird. It behaved like a goose, too, because it took exception to our presence and spread its wings in a threatening manner, charged us, and honked loudly.
